This online, interactive training course will provide practical training for local authority housing enforcement officers, bringing them up to date with the latest regulations for HMOs, including licencing requirements and enforcement powers. All participants will finish the day equipped with the practical tools to implement a comprehensive enforcement strategy to improve the quality of HMOs.

About the Trainer:

Paul Fitzgerald qualified as an Environmental Health Officer in 1979 and has worked for a number of Inner London and 2 rural authorities, specialising in private sector housing.  Paul has also worked for a Residential Social Landlord as a maintenance manager, dealing with routine, cyclical and project management. Since 1995 Paul has worked as a consultant in this field, carrying out, managing and quality assessing stock condition surveys, working for both public and private sector landlords on specific projects or providing staff cover. He set up his own company, Southern Environmental Services Limited, which ran from 1998 to 2021 and now acts as a sole trader, trading as Southern Environmental Services.

Paul has been involved with the implementation of the Housing Health and Safety Hazard Rating System since its inception in 1999 to date. He is a University of Warwick Trainer for the system, having delivered numerous courses on the assessment and enforcement of the system, since 2004, for both the University of Warwick, the Chartered Institute of Environmental Health and other training organisations. He has both developed and presented courses for Fire Risk Awareness, HMO Practical Inspection and Enforcement, HMO Licensing, Damp and Mould, Asbestos and bite-size modules for traditional housing construction.

His contracts have included;

  • Managing the Houses in Multiple Occupation Team at Eastbourne Borough Council
  • Acting Private Sector Housing Manager for Gravesham Borough Council, specifically submitting a successful bid for £0.86M additional grant funding.
  • Private Sector Housing Team Manager, Oxford City Council, various roles, including HMO Enforcement and Unlawful Developments
  • Delivering training courses to Private Sector Landlords on HMO issues.
  • Delivering training courses to Surveying Companies and RSLs on the Health and Safety Hazard Rating System.

He continues to be act as a consultant and expert witness for both for Local Authorities in Private Sector Housing and for private landlords, RSLs and charities such as Shelter, putting theory into practice, he has been the chairman of the National HMO Network and is still part of the steering group for that organisation.

Note that all of today’s sessions will be interactive, and attendees will have regular opportunities to pose questions to experts, have their concerns heard, and leave the day with the ability to build practical strategies to improve enforcement of HMO standards.

Session 1: An Introduction to HMOs, Licensing, and Enforcement Powers

Through presentation, discussion and interactive activities, this session will:

  • Provide an introduction to HMOs and licensing, and the role of Local Authorities in improving HMO standards
  • Examine the powers that Local Authorities have under the Housing Planning Act 2016 to enforce HMO standards
  • Outline how to use the Housing Health and Safety Rating System to improve housing quality
  • Highlight how to work with landlords to improve standards without relying on enforcement powers

Session 2: The Journey to Citywide Licensing and Article 4 Direction in Coventry

Coventry City Council have developed a citywide licensing scheme, and use Article 4 to limit the conversion of residential properties into new HMOs in areas that already have high numbers of HMOs. This session will discuss:

  • The specific housing profile and policy issues in Coventry
  • How the licensing and Article 4 Direction schemes were established
  • The structure of the scheme’s criteria, fees, and charges
  • The Council’s approach to enforcing the scheme, and the impact on the quality of HMOs in Coventry

Session 3: Practical Guidance – Warrants, Letters and Notices for Enforcing HMO Standards

Through presentation, discussion and interactive activities, this session will:

  • Outline the requirements for powers of entry
  • Provide practical guidance on how to obtain a warrant to enforce housing standards
  • Share best practice for preparing standard letters and notices for HMO landlords

This session will involve discussing a case study example of HMO enforcement in Camden, and sharing best practice. Attendees will share how they would approach a similar situation, and hear Camden’s strategy for effective HMO enforcement.

Session 5: Group Implementation Discussion Session

In this session, delegates will split into breakout rooms to:

  • Discuss with other delegates some of the barriers that have prevented them from enforcing HMO standards
  • Share knowledge, opportunities, and challenges of implementation thus far
  • Develop strategic plans to improve HMO standards through enforcement and working with private landlords
  • Discuss how best to engage key stakeholders to ensure your strategy is understood and supported
  • Take the first steps to create a strategy to take back to your organisation to improve housing standards through HMO enforcement
